The governor's office of New York State says it is considering a new 'pied-à-terre tax' on non-resident owners of luxury apartments in Manhattan, possibly raising USD9 billion a year. 

An earlier proposal by state Budget Director Robert Mujica for an extra income tax on resident millionaires has been rejected by REBNY, but New York City mayor Bill de Blasio also favors the apartment-tax idea.
